Organizational Context:
Reporting to the Head of Research Assessment and Monitoring, the Monitoring & Evaluation Officer will facilitate evaluation components within the country office. This role is crucial for documenting evidence from monitoring and evaluation, which informs strategic, operational, and programmatic improvements.

Job Purpose:
The Monitoring & Evaluation Officer NOA is responsible for managing outcome, output, process, and activity monitoring and M&E reporting for all Country Strategic Plan (CSP) activities, ensuring data and reports are timely, complete, and of good quality.

Key Accountabilities (not all-inclusive):

1. Support planning and implementation of monitoring and evaluation activities.
2. Review and provide technical feedback on monitoring and evaluation plans.
3. Contribute to outcome data analysis and recommend program improvements.
4. Produce frequent monitoring and evaluation progress reports.
5. Follow up on monitoring and evaluation findings for corrective actions.
6. Train national and partner staff in monitoring and evaluation techniques.
7. Collaborate with internal and external counterparts to strengthen M&E activities.
8. Provide monitoring and evaluation findings to support performance planning.
9. Act in an emergency response capacity as required.

Standard Minimum Qualifications:

• Education: University degree in relevant fields like Statistics, Monitoring & Evaluation, Sociology, etc.
• Experience: Four (4) years of related work experience in M&E, including advanced data analysis and visualization.
• Skills: Proficiency in analyzing M&E numerical data, excellent communication skills, knowledge of UN system policies.
• Language: Fluency in English language (both spoken and written).

Desired Experiences for Entry into the Role:

• Established relationships with local NGOs, government authorities, and other partners.
• Research experience using analytical tools for causality analysis, forecasting, etc.
• Conducted monitoring, evaluations, and assessments in multiple field locations.
