  1. Introduction: The Farmer-to-Farmer (F2F) is a USAID-funded program implemented by CNFA in Zambia. The goal of the F2F project is to generate broad-based economic growth in the agricultural sector. As part of project activities, the F2F Project is looking for credible providers to deliver transportation services for CNFA Zambia staff and designated volunteer experts in Central, Eastern, Lusaka, and Southern provinces.

    The services required are classified into two categories – airport pickups and field visits. This RFQ aims to solicit quotations for these services.

    Offerors can bid for one or all of the areas of CNFA operation, and they are responsible for ensuring that their offers are received by CNFA following the instructions, terms, and conditions in this RFQ.

  2. Offer Deadline and Protocol: Offers must be received no later than 5:00 pm Zambian time on March 15, 2024. Offers must be submitted by email to jmalasha@cnfazambia.org. Ensure to reference the RFQ number in any response. Late offers will be considered at the discretion of CNFA.

    The technical requirements and details for the services required are outlined below:

    • Passenger transportation: Presentation of available options (vehicle models, age of vehicles, and photos).
    • Experienced drivers: Presentation of proposed drivers, including language proficiency and driving qualifications.
    • References: List of at least 3 past/current clients or recommendation letters.

    Additionally, a price offer is required for various transportation services including airport pickup and drop-off and local transportation for field visits.

  3. Quotations: Quotations must be priced on a fixed-price, all-inclusive basis, including delivery and all other costs, presented in Zambian Kwacha. Offers must remain valid for at least 60 days after the offer deadline. The award will consider both technical and financial proposals, determining the best value based on the application of specified evaluation criteria.

    The evaluation criteria include:

    • Company experience (20 points): Presence on the market, references from past clients, etc.
    • Human Resources (20 points): Availability of experienced drivers, including English proficiency and driving capabilities.
    • Technical capability (20 points): Offeror’s vehicles, their state, and availability.
    • Price (40 points): The overall cost presented in the offer.
  4. Payment and Award: The award will be given to the offeror providing the best value. Payment is anticipated to be in the form of a wire transfer, subject to CNFA’s terms and conditions.
  5. Offer Format Instructions: Proposals must be formatted in English and include the individual/agency/organization name, date, RFQ number, and page numbers throughout the document.

    A full offer includes an offer checklist (Annex A), a cover letter on company letterhead (Annex B), a complete Technical Offer, and necessary supporting documents.


Annex A – Offeror Checklist

To assist offerors in the preparation of proposals, the checklist summarizes the documentation to include in an offer response to this RFQ:

  1. Cover letter, signed by an authorized representative of the offeror (see Annex B).
  2. Official quotation, including specifications of offered items (see Section 3).
  3. Copy of offeror’s registration or business license.

Annex B – Offeror Cover Letter

The cover letter, placed on letterhead, must be completed, signed, and stamped by a representative authorized to sign on behalf of the offeror. It includes a reference to RFQ # 2024/03/005_ZM and confirms the offeror’s understanding and agreement to all terms and conditions.

Annex C – CNFA Terms and Conditions

  1. Ethical and Business Conduct Requirements: CNFA is committed to integrity in procurement, selecting suppliers based on objective business criteria. Fraud, collusion, bribery, or kickbacks will not be tolerated.
  2. Terms and Conditions: The solicitation is subject to CNFA’s standard terms and conditions. Payment terms are net 30 days. Commodity origin and shipping must comply with U.S. laws.
  3. Disclaimers: Issuance of this RFQ does not obligate CNFA, the F2F project, or USAID to make an award or pay for costs incurred by potential offerors. CNFA reserves the right to cancel or reject any or all responses.
  4. Source/Nationality/Manufacture: Goods and services must meet USAID Geographic Code 937. Offerors may not supply commodities or services involving certain countries.
  5. Taxes and VAT: CNFA is exempt from VAT, customs duty, or other taxes. Offerors must exclude VAT from their cost proposals.
  6. Eligibility: Offerors and their principal officers must not be debarred, suspended, or considered ineligible for a U.S. Government award.
  7. Delivery: The delivery location is Plot 2031, Hillsview Office Park, Chipata. Each offeror must provide an estimate of the delivery timeframe.
  8. Warranty: Warranty service and repair within the cooperating country is required for all commodities under this RFQ.
