TCU – FINAL Postgraduate Admission Guidebooks

 

Introduction
The Postgraduate Admission Guidebook has been prepared as a tool to guide
universities and prospective applicants on the admission criteria on one hand and to
enable TCU to regulate the admission process on the other hand in line with Section (5)
(1) (c) (i) of the Universities Act, Cap. 346 of the Laws of Tanzania, read together with
Regulation 39 of the Universities (General) Regulations, GN. No. 226 of 2013.
The book is further intended to guide and inform prospective students, parents and
stakeholders about university institutions which offer Postgraduate programmes,
recognised Postgraduate programmes in the respective admission cycle, minimum
entry requirements, institutional admission capacities and duration of each
programme.

 Quality Assurance
The Tanzania Commission for Universities (TCU) is required under the provisions of
Section 5(1) (b) of the Universities Act, Cap. 346 of the Laws of Tanzania to audit, on a
regular basis, the quality assurance mechanisms of universities. The audit process
includes among others; carrying out evaluation, assessment and monitoring of
universities on a continuous basis and making guidelines for Quality Assurance and
other related matters for the purposes of monitoring and regulating general
management and performance of universities.
To facilitate this process, the Commission has been dully mandated under the
provisions of Section 16 of the Universities Act, Cap. 346 of the Laws of Tanzania, as
amended, to charge and collect quality assurance fee. In view of this mandate, the
Commission at its 64th Meeting held on 3rd July, 2014 approved a Tshs. 20,000/=
Quality Assurance Fee which has to be paid by every student admitted to university
institution for all programmes from Certificate to PhD. To this end all Universities are
responsible to collect and remit to the Commission the prescribed quality assurance
fee for every student in the University’s nominal roll annually.

 Types of Postgraduate Training

The Standards and Guidelines for University Education in Tanzania, 2019 requires
every University offering Postgraduate training programmes to set different types of
programmes in accordance with the levels in the University Qualification Framework
(UQF), 2012 The recognised levels of Postgraduate training according to the UQF are as
follows:

i. Postgraduate Certificate;
Postgraduate Admission Guidebook for 2021/2022 Academic Year
ii. Postgraduate Diploma;
iii. Master Degree by course work and dissertation;
iv. Master Degree by research and thesis;
v. PhD by course work and dissertation; and
vi. PhD by research and thesis.

Delivery Mode
The Standards and Guidelines for University Education in Tanzania, 2019, requires
every University to clearly articulate the mode of delivery of the Postgraduate
programmes. The recognised modes of delivery for Postgraduate training include:
i. Face-to-Face Contact (Full-Time and Part-Time);
ii. Open and Distance Education (Full-Time and Part-Time);
iii. E-Learning; and
iv. Blended Learning (Dual Mode).

1.4: Admission Procedure
The admission procedure requires:
i. Every applicant for Postgraduate studies to apply for admission into the
programme through the University of his/her choice;
ii. All applicants holding foreign qualifications must have their qualifications
validated and equated by the respective regulatory bodies before submitting
their applications for admissions as follows:
a) The Tanzania Commission for Universities (TCU) in respect of University
qualifications;
b) The National Council for Technical Education (NACTE) in respect of
Technical qualifications;
c) The Vocational Education Training Authority (VETA) in respect of
certificates in vocational education and training; and
d) The National Examination Council of Tanzania (NECTA) in respect of
certificates of secondary education and teacher education.
iii. Every University shall submit to the Commission for verification the lists of all
applicants admitted into the various Postgraduate programmes after approval of
the admissions through the respective approval organs;
iv. Applicants to use the Postgraduate Admission Guidebook available on TCU
website: www.tcu.go.tz for appropriate and updated information on all approved

3 programmes, their capacities and entry requirements;
v. ONLY applicants who meet the minimum entry qualifications (as stated in
Table 1) are allowed to apply for admission.
vi. For specific details in respect of programme or admission process at the
University level, applicants are advised to contact respective institutions.
1.5: General Entry Requirements for All Programmes

Admission to Postgraduate programmes shall be based on the following criteria: –
a) The candidate for Postgraduate programme at the level of Certificate,
Diploma or Masters must have a UQF level 8 degree in the relevant
discipline from a recognised Higher Education Institution;
b) The candidate for Master degree must also have Professional Qualifications
such as CPA(T), CSP (T), ACCA, CA, CIB, MCIM, CMA with an Undergraduate
degree or Advanced Diploma; and
c) The candidate for PhD programme must have a UQF level 9 Master’s degree
in the relevant discipline from a recognised Higher Education Institution.
Specific entry minimum entry criteria are provided in Table 1.
